The way it's worded I would assume it gives +4 to all ranks of active abilities, which is already really strong. Yeah that part sounds quite dubious to me as well. Which means you pretty much are done looking for a helmet. Even a minroll item would be a bigger dmg increase damage taken reduced than any other helm even perfected. the drop rate of the item is 10000% fine. IF Shako is really giving +4 to almost everything. Passives aren't "Skills" and Ultimates/Keystones dont have ranks.
